A culture of inquiry does not come from a new program or a policy document. It comes from how the adults in a school respond to questions, handle uncertainty, and treat being wrong. These are small, repeatable habits, and because they are habits rather than content, they can spread across an entire school without anyone rewriting a single unit plan. The work is less about adding something to the timetable and more about changing the texture of ordinary moments. Here is what those habits are and how they take hold.
Treat "I don't know" as the start, not a failure
The most powerful thing a teacher can model is genuine curiosity in front of students: "I am not sure, how could we find out?" rather than reaching immediately for the answer. This is counter-intuitive, because teaching culture often rewards having the answer ready and treats not knowing as a gap to be hidden. But a teacher who occasionally does not know, and who shows students how to investigate rather than how to look it up, teaches something an answer never can.
What students absorb from this is that not knowing is where science begins, not where it embarrasses you. A classroom where the teacher sometimes says "let us find out together" is a classroom where students learn that questions are the point. Over time this reshapes how students approach their own uncertainty, which is the foundation everything else in an inquiry culture is built on.
Reframe wrong predictions as data
In an inquiry culture, a prediction that turns out wrong is not a mistake, it is a result. How adults respond to a wrong guess sets the tone for whether students will keep guessing at all. If wrong answers are met with mild disappointment or correction, students quickly learn to stop predicting and start waiting to be told the safe answer, which kills the willingness to take an intellectual risk.
If wrong answers are met with genuine interest, "that is interesting, you expected the opposite, why do you think it went the other way?", students keep making the predictions that inquiry depends on. The reframe is small but consequential. A disproven prediction is a successful experiment, because it generated information, and a class that has internalised this keeps thinking out loud rather than retreating into silence to avoid being wrong.
Make questions visible and valued
Simple structures keep inquiry alive between science lessons. A wonder wall where students post questions, a habit of ending each topic with "what do we still not know about this?", a few minutes given to a student's tangential question rather than shutting it down for time. None of these require extra curriculum or additional planning. They require a decision that student questions are worth visible space and occasional time.
The signal these structures send is as important as their content. When questions are displayed, returned to, and sometimes investigated, students learn that asking is valued rather than tolerated. When every question is deflected with "we do not have time for that now", they learn the opposite, and they stop asking. Inquiry cultures are built largely out of how the small, unscheduled questions are received in the gaps between planned lessons.
Spread it through the staffroom, not a mandate
Culture moves between adults before it reaches students, and inquiry is no exception. A single teacher sharing a successful inquiry moment at a staff meeting does more than a directive from leadership ever will, because colleagues borrow what they see working in a real classroom far more readily than what they are told to do. Inquiry cultures grow by contagion, which is slower than a policy but considerably more durable.
If you are leading this, your job is less to instruct and more to create the conditions where teachers share what is working and feel safe admitting what is not. A staffroom where it is normal to say "this fell flat, has anyone got a better way in?" is itself an inquiry culture, just among adults. Modelling the habits at the staff level is the most reliable way to see them appear at the student level, because teachers teach the way they are led.
Let enrichment model the habits at scale
Bringing in a facilitator who runs genuine inquiry, predicting, testing and revising in front of the class, gives your whole school a shared, visible example of what the habits look like in practice. Teachers watching a strong session pick up the moves: how to sit with uncertainty, how to frame a fair test, how to celebrate a surprising result rather than rush past it. Used this way, an incursion is not just a lesson for students, it is a demonstration for staff.
This is one of the quieter returns on enrichment. A facilitator who consistently treats wrong predictions as interesting and questions as valuable is modelling, in a single visit, the exact dispositions a school is trying to grow. Teachers who see it done well are more likely to attempt it themselves, which means the cultural value of a good session reaches well beyond the students who were in the room that day.
